Correlations between the implementation of the system of strategic human resource management functions and practice characteristics of specialists implementing them: the case of municipal administrations
Improvement of management of human resources is of crucial importance in assuring successful implementation of public sector reforms. Therefore it is important to analyze aspects and factors of strategic human resource management (hereinafter – SHRM). This article presents the research results of adoptance of theroretical model of correlations between implementation of system of SHRM functions and practice characteristic of personnel specialists in Lithuanian municipalities’ administrations. The theoretical model integrates main attitudes of SHRM, the system of functions correspondent with this concept and practice characteristic of personnel specialists that are possibily concerned implementations of this system. The inspectation of legal documents revealed the pecularities of context of implementation of SHRM in municipal administrations. The peculiarities of implementation of SHRM functions and significant practice characteristics of personnel specialists were revealed while analyzing the findings of empirical research accomplished in municipalities’ administrations.
