Model of the Assessment of Agriculture Importance and Impact Upon Public Welfare

In various Lithuanian and EU documents it is emphasized that agriculture is one of the priority sectors and plays an important economic, social, environmental and ethnocultural role. The fact that the European Union is trying to preserve the agricultural sector activity more than ever is witnessed by the Europe 2020 Strategy (prepared by the European Commission in 2010), in which agriculture plays an important role. This article deals with the problems occurring when assessing the significance and impact of agriculture upon public welfare. The systematic and comparative analysis of scientific literature has revealed that the assessment of significance is related to the variety of concepts and dimensions as well as to the selection of evaluation methods and factors. Using logical analysis and synthesis, comparison methods, rational and visualization techniques it was defined that the significance and impact of agriculture on public welfare is mixed and it is important to build on agricultural multifunctionality and sustainable agricultural development concepts as well as to use economic, social and environmental dimensions.
